I followed your steps-
1. Used tracing paper to print the circuit layout, I did it direct printing to the tracing paper. I got the "canson" brand tracing paper from National Bookstore, it has high transparency and very smooth.

2. Expose to light

3. Developing
This is tough one. As I mentioned I screwed up two 6" x 4" pre-sensitized board. Finally, I got a ratio that works.

4. Etching
Using Ferric Chloride, the etching process is done in about 5 minutes.

5. Cleaning up
Using the suggested Lacquer Thinner, I cleaned up the PCB. Actually, I can dip this again in the super strong developing solution instead of the lacquer thinner.
