i believe the way they flatten it is by "honing". It entails using very fine (600 grit and finer) sandpaper. Anything courser will cause "breakdown" due to the structure of slate.
To those interested to have their own slate plinth. Please spend time to make an EXACT template. The workers at the factory manning the drilling machines, according to their own office, are "brainless robots" in the sense that they will just drill as per drawing. So if you give them a template that have bolt holes only approximated, that is exactly what you'll get
